Grower - a person growing and distributing nursery stock.
Application Procedures
- Renewals for a grower's license are automatically mailed out to previously licensed
growers. These are due March 15 and are delinquent April 15.
- Initial applications need to be received before you begin distribution.
- You must list all sources of nursery stock on the application/renewal. These sources must
be continually updated with our department. All nursery stock sources must be licensed in the
state of origin.
- Once the application or renewal is received, an inspection will be conducted at the nursery
growing site(s). There will be a minimum of at least one inspection per growing season. These
inspections are conducted between June and October.
Inspection Report
- A "Plant Inspection Report" will be sent to the grower listing all plant pest problems
found. You may be issued a "Withdrawal-From-Distribution Order" for nursery stock that is
restricted due to plant pest problems, or with environmental or mechanical damage. These
restricted plants are marked with red restriction tape and cannot be distributed until certain
requirements have been met and the plant reinspected and released. Nursery stock may be
sprayed with orange spray paint if it is dead or is so severely damaged that it will not recover.
These plants must be rouged out and destroyed.
- The inspection fee is $25 for the first acre (or fraction thereof) plus $5 for each additional
acre. If the renewal was received after April 15, then a delinquent fee will be assessed of $24 per
hour inspection time and $0.42 per mile mileage charge.
- Upon payment of the inspection fee, you will be printed a grower's license that will expire
on September 30 of the next year. Example: Your inspection is conducted during the summer of
2008. Upon payment of your inspection bill, you will be printed a license that will expire
September 30, 2009. An exception to this would be if you are an initial applicant and want to
distribute your trees as soon as possible, we would issue you the license for the current year.
- Please note that cut Christmas trees aren't regulated. If they are dug with the roots
attached, then they are regulated as nursery stock.
All nursery stock distributed by any grower, dealer, or broker must be sound, healthy nursery
stock that is reasonably capable of growth, labeled correctly, free from injurious plant pests, and
stored or displayed under conditions that maintains its vigor.
